Add KP Timeouts

We currently wait however long for KPs to return. Recently on single hops (with both ends specified!) i have seen both COHD and CAM-KP take 10 minutes to return. That has the effect of making aragorn take > 10 minutes, and the ARS puts us down as "error".

I think we should add timeouts on the order of a minute or two to KP calls, at least if they are 1-hop, which I think they all are.
