Emissive/Bloom Render Issue

Hi, like I posted on Twitter, I and some other users are having issues with emissive and bloom effects.

As you can see, it isn't smooth lighting anymore. On my old computer (Win7, GTX 750 Ti) it was always perfectly smooth, but on my new one (Win10, GTX 1060 6GB) lighting and bloom effects turn into dots like this. This happens no matter what resolution I render at.

Sorry, turns out it is caused by resolution increases, but samples of bloom that unchanged will make some pixels are not rendered, so that i can't fix it right now

I don't think it's a resolution problem. On my old setup (Win7, GTX 750 Ti) I was rendering in 2720x1600 and there were no problems. On the new comp (Win10, GTX 1060 6GB) I render in 1920x1080 and the problem shows up. There must be something else?

Can you show me the images that are output on 2 computers in the same setting?
