Hammersley and PCA for regions of walking space

Implement Hammersley, as opposed to LHS, for treatment optimization alongside a PCA to determine regions of walking space that Hammersley can use to build a random distribution of values.

@MarlenyVega do you have an update on this? we discussed it briefly one meeting. Is it a V2 item or are we ditching it, or is it already implemented?
