Add more proper edit interface to admin map and also refactor drawMap.js

Way back when I tried to figure out how to set up the admin map so that you could use the leaflet-draw edit feature on the point you are trying to edit (right now, you just add a new point, and the old point just sits there while you are doing it). And I failed.
But I think I have it figured out now.
If anyone has extra time and/or wants to dive into the poorly documented mess that is leaflet-draw, I can try to explain this, but otherwise I will cautiously assign this to my future self.
It would also be nice if the icon changes when you select different colors - on the branch I am running off of master, the icon is always the initial blue color rather than changing when you choose different colors.
That would be nice. I'll look into this.
Is this a separate issue from the new icon map color issue? If so, what is the issue?
