update doc build workflow to latest from docs-spec-template

I'll put in a PR for this:

  • update Makefile: src/build dir, HTML output
  • update docs-resources to latest
  • incorporate global adoc attributes from docs-resources
  • update adoc attributes in spec where needed
  • update GitHub action build flow where needed (src dir)
  • mv spec adoc files to src dir
  • add pre-commit
  • update README.adoc to incorporate all these changes
