The role of Zvbb.

I am curious about Zvbb as a mandatory extension. Is it listed as mandatory just because it is used in vector cryptography?
If so, choosing Zvkb is a good choice.

We believe the instructions in the set (Zvbb - Zvkb) are generally useful enough to mandate; most have a mandatory scalar version already, for example.
