Support running 'colcon test' on Windows

Description
We should run colcon test on Windows like we do on Ubuntu & macOS.
Related Issues
#643 was for the build issues specifically
#712 disabled the colcon test part on Windows while we figure it out.
Completion Criteria
action-ros-ci runs tests on Windows as well.
