Description

As a GH action user, I can build and run tests on Windows for my packages.

Test Plan

  • End to end integration test

Documentation Plan

  • README.md update

Release Plan

  • Release the impacted packages again, and update the workflows as needed.

Acceptance Criteria

  • Code has been implemented, reviewed and merged.
  • Test plan has been completed
  • Release plan has been completed

Once all above items are checked, this story can be moved to done.

We now have a test in setup-ros checking that the Windows install is correct, so this is done.
