Local Environment Setup

Run the following:

• make docker to create and run docker containers for db / api / web
• make migrate to update the database to latest (db must be running)

Envrionment will now be running with:

• api: http://localhost:8080
• webui: http://localhost:8000
• postgres database: jdbc:postgresql://localhost:15432/postgres
