Cannot Run the local server

It asks me to install the requirements.txt but when I do I receive this
Since I had seen that I thought it was all good to go so when I try to run the server this pops up
Your Environment
Windows 10 Asus Laptop Python 2.7
Run the get-pip script to get pip. Then run the pip that is installed
in your python27/scripts directory.

OH, wow I cant believe I forgot about that simple step thanks a bunch :D
