join-plus
Join a selected set of lines to a comma separated list of items, optionally enclosing each item in a single or double quote.
e.g. select the text

Join as CSV Ctrl-Alt-j

Join as CSV with single quotes Ctrl-Alt-Shift-J

Join as CSV with double quotes
