Check Bioconductor standards for package versioning during submission

Bioc strongly encourages (though it's not clear whether they enforce) new package submissions to use 0.99.Z version names, which designates them as pre-release:

In the DESCRIPTION file, I changed 0.0.0.9000
--> 0.99.0
In the NEWS file, I added the latest entry from 0.1.0
--> 0.99.0

I've implemented these changes in both the rworkflows
and main
branches of my fork (to make merging PR from these branches easier later on):
