Add option to keep open sidebar with Debug window

I would like to configure the sidebar to stay open when the Debug window is opened.
In other cases, hide the sidebar as it is now.

hi @JakubAndrysek @sirmspencer , it would be better if we could support to configure several windows that is exceptional for the auto hide, eg: Debug, Search,... that is customizable for individuals for their own needs.
