Add the provided files to a Keil project. Then add the following modules from the SDK (only SDK9 supported): app_simple_timer.c, app_fifo.c, app_error.c, nrf_drv_timer.c, nrf_drv_common.c, nrf_drv_rng.c. Add the necessary include directories and compile it.
