" ___ ".tmSnippet is not a valid name on Windows

Windows doesn't accept " as a part of file name.

Does it work when you delete the file? Or are you not even able to delete it under Windows?

Actually, it won't exist on Win, because:

Package control will ignore invalid file silently.

Git will output an error that failed to create file.
