Incorporate Mapillary, so people can see what it really looks like.

How will this be deployed? Is it an OSM overlay of some kind? A separate site?

Who's it aimed at? Users? Decision makers?

I don't know what exists in this arena, but something to pull the existing routes and showing their quality (tags) is needed. It seems that to get new riders out there, protected or separated lanes are needed.

Deployment - definitely an OSM layer, so that it can be accessed by OpenCycleMap.

Audience - I'd go with the same as anything on OSM - the aim is getting the data out there so anyone can use it and add to it. Decision makers have their own tools and layers - the only political thing here that I want to do is degrade Class III routes so they don't count (because they don't).
