Front-end limit on pick list items still in place

Describe the bug
When adding a new pick list, a size limit of 500 is still enforced.

To Reproduce
Steps to reproduce the behavior:

  1. Go to form to edit a pick list (#3692 may make this difficult)
  2. Increase size limit to a value over 500
  3. See error

Expected behavior
A clear and concise description of what you expected to happen.
No enforced limit on pick list item count.

This limit is coming entirely from the form and should be fixed by updating default forms

Also, it's been there since the beginning of time, so not urgent to be fixed in 7.8.13
