FlinkCluster in controller tests stuck in Creating state

Noticed that FlinkCluster in https://github.com/spotify/flink-on-k8s-operator/blob/master/controllers/flinkcluster/flinkcluster_controller_test.go don't actually change state, keeping the Creating state throughout the tests.
