Mitigate lost-XLM problem

In SEP10 tests on mainnet, we create temporary accounts and fund them from a master account. The XLM used to fund these temp accounts is lost when they are not successfully merged back to the master account after testing.

We need to make changes to minimize or eliminate the amount of XLM lost.
