A GNU Radio Out-Of-Tree Module with several signal processing measurements tools

This is the measurements-write-a-block package meant as a guide to building
out-of-tree packages. To use the measurements blocks, the Python namespaces
is in 'measurements', which is imported as:

    import measurements

in this package. A quick listing of the details can be found in Python
after importing by using:

    help(measurements)
