Support non-factor-of-20 coherent tracking integration periods

Presently we only support tracking integration periods of 1, 2, 4, 5, 10, 20 ms since they evenly divide a nav bit period. In principle we could handle other values < 20 ms by truncating the last period, e.g. 7,7,6.
