every 420 block time. if you haven't vote or mitsugi.
set new balance = 200000 - (20000 / totalsupply of GNT * 20000 )
every 420 lbock time. if you have vote or mitsugi.
set new balance = 200000 + (20000 / totalsupply of GNT * 20000)
if you have 20000 GNT and persevere mitsugi or vote campaigns, you got a token.
