Add the ability to be able to heckle/cheer from hipchat

Oooh, I LOVE this idea...would be awesome if there was the option to "@foosball" in the general mumblings HipChat room and include:

  • text: that is "spoken" by the TTS engine (e.g. "@foosball come on you pinks!")
  • pre-canned "chants" that invoke a WAV being played (e.g. "@foosball (cheer)")
