miscount during load

solved by considering the time each packet is under the sensor, in the last algorithm only positive and negative edges were considered.
when two or more packets are closer, the sensor can't detect the edges and count them as one packet.

Solved with considering time calculation while packet is under the sensor.
The first packet will be as a sample, and then tolerance was given by the operator will be applied.
When the number of packets riches the maximum mount, alarm turns on
