You can cut the wire even if you're not holding the cutter yourself

It seems to me like you should be able to fix that in the grammar for "cut", but I wasn't able to get that to work when I tried. Maybe checking for it in V-CUT is the only way? We should look at other similar cases to see how they are handled, I guess.
