Telegram Package Bots

There are two Telegram bots on this project.

@melpa_bot to search for packages on Melpa Emacs Package Repository.
@hexpmbot to search for packages on Hex Packages Repository.
@rubygems_bot to search for packages on RubyGems Packages Repository.

Both are inline bots and display package information on a nice card-style format.
