- Unauthenticated users can not see the bills
- Staff can create constituent (voter) accounts
- Voters can log in and view upcoming bills
- Voters can not edit or delete bills
- Voters can vote yes or no on an upcoming bill
- Staff can see voting results of each bill
- Visitors can view upcoming bills but can not modify them or vote
