Dynamic adjustion of mu factor based on average functions' CPU utilization

• We need to take 1) Latency 2) CPU util of docker containers feedbacks into consideration while trying to control a proper value for the mu factor.
• Make sure all previous threads are handled when the mu factor changes in the execution agent.
