Add namespacing

This is something that was put off in the internal Fission use case. We had a chat about this with a few folks, and have landed on using stringy namespacing a la NPM & GitHub (e.g. fission/wnfs). The good news is that this means that libraries need to make no changes, but we should be clear about it in the spec.
