Synopsys Tool Class must inherit TCL Tool Class

The Synopsys Tool Class in hammer_vlsi_impl.py must have TCL Tool Class support in order to work properly with the newly developed Synopsys ICC PAR plugin.

Also, SynopsysTool and MentorTool, etc. should be moved to their respective tool plugin repositories.
