Compress and resize Fallout 4 textures

You also need Microsoft Net Framework 4.5.2
Program uses Microsoft DirectXTex's texconv.exe, texdiag.exe and 7-zip standalone console version.
Create /bin/ directory and put them there.
Note: this is only needed for manual build, all files are included in the release section
