When setting the account index, their number is not taken into account

Steps to reproduce:

1. Open https://wallet.velas.com/ as registered user
2. Go to Settings and switch account index to 9
3. Back to the page Wallets
4. Еxpand the list of accounts

Expected result: The current account must be 9

Actual result: Account 9 not created

Environment: Web, Windows 10 , Google Firefox
