Simple Document deployment issue

When using generator creating a document line in the type "Document" section of the package.xml
the files extension is added e.g. "....pdf"
This works on retrieve but not on deploy.
also it does not setup the folder either.
pic shows folder that is missing, and extension which needs to be gone.
That said I think this is a bug on the salesforce end because to remove the extension would be less precise...
feel free to close this if you wish.
