What are you seeing

When debugging, it is difficult to tell the difference between ::selinux module parameters and ::selinux facts.

What behaviour did you expect instead

Facts should be called using the $facts hash per the style guide https://puppet.com/docs/puppet/5.5/style_guide.html#referencing-facts
