[BUG] "Stick cursor out of bullets and checkboxes" doesn't always work

Describe the bug
The option "Stick cursor out of bullets and checkboxes" appears to work for some checklist blocks but not others.
To Reproduce
Steps to reproduce the behavior: I'm not actually sure. I have two checklist blocks separated by empty lines under the same heading and Outliner seems to block the cursor as expected on one group of items but not the other
Expected behavior
With this setting enabled, you should not be able to key over the markdown markup for bullet points or checkboxes. The only way to see the markup in live preview is supposed to be if you select the whole line.
