add "distressing" as a distraction

I think we should add a value to distraction of:

distressing: Content that may distress some users such as content with a violent, graphic or non-consensual sexual aspect.

note, this comes in responce to the safty issue paper and latest draft pf content useable.

this uses a black list

https://gentechsolution.com/ filter based on propitary technology. from what I can see they are happy to overshoot and compensate with white lists
