The vrcmarcos/python-deprecated project has been superseded by tantale/deprecated

Hmm I am not sure I understand - what is the functional difference?

The difference is that https://github.com/vrcmarcos/python-deprecated is no longer maintained, and the authors have stated that projects should move to https://github.com/tantale/deprecated:
The "Python-Deprecated" project has moved since November 2017 to https://github.com/tantale/deprecated
