Update ZigGBA Repository to Zig 0.13.0

This repository is not using the latest stable release of Zig (please correct me if I am mistaken)
Updating this repository to use Zig 0.13.0 would be great; there is prior work by Zig contributors and excellent documentation for the Gameboy Advance & Gameboy Advance SP.
I have not contributed to open-source before and am new to Zig; let me know if this issue is incorrect or relevant to this repo -- thank you :)
