Create wiki with submission guidelines

It would be nice to have the wiki have a couple pages regarding this repository. One page just a nice about and welcome. And another page to state how to submit jokes either through pull request or issue.

thanks for the issue but it's just a list of jokes and id like to keep it a list of jokes :)
