Test cases for wordpress-develop#4391.
To use this plugin, upon activation, scroll down to the footer and see the Script Loading Strategy Tests section. This lists out the available tests, which are all enabled by default. You can enable/disable each test individually. The test results shows the order of execution for the loaded scripts and their inline before/after scripts.
Add new test cases to the cases directory.
