It would be nice to use a local registry and cache with the GitLab runners.

The Docker engine (by default) requires a domain registry to be secured using TLS:
https://docs.docker.com/registry/deploying/#running-a-domain-registry
This will likely be the most difficult part with our setup.

The local Docker registry now exists.
