Consul leader not elected yet leads to failure

consul-cluser - create a management ACL token is delegated to the consul cluster leader. It is likely that the leader has not been established if all the servers have just been restarted, subsequently causing the task to fail.
The role should wait for a leader to emerge before continuing.
