No task to ensure OpenStack Tenant Cleaner has started

If (for whatever reason), the configuration for OpenStack Tenant Cleaner gets set but then the restart handler for the Docker image running the cleaner doesn't complete, the cleaner will not get started on subsequent Docker runs.
Ideally, we'll want to move the running of this service to Kubernetes (or similar) in the future though.
