gitlab runner docker-machine fails if image is not present on openstack hgi-ci

there doesn't seem to be any task that ensures that the image referenced by gitlab runner's docker-machine configuration is actually present in openstack. it is assumed to be in S3, but should be copied from there to openstack, else docker-machine will fail to start instances.
