Flash target on and off on touch screen in NMRC
Only work in Windows as used C# WPF. Modified from NMRC_COTTask
- Flash target on and off
- t_targetOn and t_targetOff control the duration of the target on and off individually.
- Target Fill, Outline and Background are used for color setup
- Settings-> Target Settings to Setup the target size and position.
