This is a powershell script which can activate cortana(English and Chinese) as optional voice in control panel.
Make sure that you run this powershell script as an adminstrator under the Chinese Windows 10 operating system, or it doesn't make any sense.
Don't forget to restart your computer after successfully run this script.
