Program cannot run on your PC

Description
When trying to launch Cell Locator, Windows does not launch the program. It displays an error message:
"This app can't run on your PC. To find a version for your PC, check with the software publisher."

I used to run Cell Locator on this computer, and I don't think I have installed any new Windows updates. Still, it seems like Windows is expecting some certificate(?) or something from the program in order to run it.

Have you seen this before?

Expected behavior
Expect the program to run

How to Reproduce
Start Cell Locator on my Windows 10 computer. Either double-click on the .exe, or run from the command line

Ah, never mind. My help desk suggested uninstalling the program, downloading it again, unzipping the .exe, and then running it. That seems to work now
