Filter BED/GFF by limits on chrom ends

Coordinate Manipulation tools sometimes extend past the end of a chromosome so this tool will check each interval in a BED/GFF file to make sure it is within bounds of some preset genomes (see Random Coord implementation reference) or allow a user to provide a chrom.sizes file for validation/filtering.
