Write an Anaconda recipe for bioconda

Write a recipe for ScriptManager and add it to bioconda (fork bioconda, commit, pull request) so that it can be installed through the bioconda channel. Note Windows is not supported on bioconda so don't include any .bat files. We can discuss adding this tool to other channels if we wish to support conda installs on Windows.
