[FEATURE] Micro ROS on surface Arduino

Using Micro ROS seems cool and could add another system under the ROS umbrella.

Something with this library.

Describe alternatives you've considered
Continuing doing what we have been doing. This is honestly fine but communicating over a custom ROS message would require less reading over serial monitors.
